FINANCING

As a cross-border section of the Alpine Scandinavian- Mediterranean corridor (SCAN-MED), the Brenner Base Tunnel is largely co-financed by the European Union.

European co-financing is allocated on the basis of calls for tenders, in which other European Transport Network (TEN-T) projects also participate.

The “Trans-European Transport Networks” (TEN-T) are the core corridors s of the European Union, which aims to promote the large-scale expansion of European infrastructure. The Brenner Base Tunnel is considered a European showcase project of these transport axes.

To cover the costs already incurred, Italy and Austria have been receiving co-financing from the European Union  since 2016, amounting to 50% of the costs for planning and exploration and 40% for construction work on the main tunnel.

Including subsidies received prior to 2016, the European Union has so far guaranteed co-financing totalling more than €1.6 billion.

FURTHER FUNDING

In 2023, BBT SE participated in a European Commission tender to obtain new EU funding. Following a positive assessment of BBT SE's application, a further €700 million was allocated to the project. To date, €2.3 billion in EU funding has been made available for the BBT.

An important change in EU funding is the increase from 40% to 50% of the co-financing percentage covering construction activities.  The new EU funds will now cover 50% of all project costs in the current funding period; the remaining 50% will be borne equally by the Republic of Austria and the Republic of Italy.

EXPECTED TOTAL COSTS

According to current cost estimates by BBT SE, the total costs for the BBT project amount to €10.5 billion.

To ensure optimal use of EU subsidies, project progress and the use of funds are constantly monitored by the relevant European Union bodies (European Commission, CINEA Agency, European Court of Auditors, etc.) and by the ministries in Austria and Italy.
